[1] Take a new file of 1280 pixels, 1024 pixels, of resolution 72 dpi in the RGB mode with a Black background.
[2] Create a new layer and make a circle on it and fill it with 003637
[3] Open Blending options of this layer and set these settnigs

Now you have something like this
[4] Now make another circle on a new layer and fill it with white
[5] Open Blending options of this layer and set these settings.
[6] Now change your Layer Style to Darken and your image should look like this
[7] Now Press Ctrl+J to Duplicate this layer and press Ctrl+T to decrease its size. now load the duplicated layer’s selection and select previous circle and press delete and again press Ctrl+T to decrease its Size.
[7] Repeat step 7 to make inner circle.
Your Image is ready add some shadow if you like, in previous posts i have told you how to add shadow.
