[1] Open a new document of 1280 x 1024 Pixels.

[2] Create a new layer and fill it with any color and Open blending options and set its gradient from dark blue to light blue as shown

Now you have something like this

[3] Now Create a new layer and select a big soft brush and do single click in center as shown

[4] Now Press Ctrl+T to transform it as shown

Now you have Something like that

[5] Now Change its layer style to Overlay and lower its opacity to 75% and place it on the top end as shown

[6] Now Duplicate this layer and make its size smaller by pressing Ctrl+T and increase its opacity to 100%

now you have something like that

[7] Now Create a new document 200% larger than your original one,like u have 1280 x 1024 pixels document,now open 2560 x 2048 pixels.create a new layer and fill it with any color and open blending options and set this gradient

you have something like that

[8] Now Flatten Image from Layer Menu and Press Ctrl+Shift+U to desaturate

[9] Now Crop almost half area and drag it to the previous original document

[10] Now change its layer style to Overlay as shown and you have a nice background ready

[11] Now create a new layer and select brush and press F5 to open brush menu now set brush properties as given to make drops

[12] Now drag your brush on a document and you will have like this

[13] Now Open Blending Options and set these settings.

Now you have something like that

[14] Simply change its layer style to overlay,Opacity to 50% and Fill to 0%

its Done
