[1] Open a New Document of 1280 x 1024 Pixels.

[2] Create a new layer and fill it with any color and open blending options and fill it with Radial Gradient as shown.

Now you have something like this

[3] Now Add Some text

[4] Open Blending Options and set its settings as given

[5] Now Download this Pattern and save it in Photoshop Patterns.

[6] Now Open Blending Options and set these settings

its Done…You Can Change Color of your 2nd Text layer.
